Nanning, Guangxi implements an official veterinary system

In recent years, the quality and safety of animal products in Nanning, Guangxi have become increasingly prominent issues, seriously threatening the physical health and property safety of the general public.
It was recently learned from the Nanning Municipal Government that the current veterinary management system is clearly inadequate for the new situation and tasks, seriously affecting the prevention and control of animal diseases and the supervision of the quality and safety of new animal products, and restricting the further development of the city's animal husbandry industry. Therefore, the "Nanning Municipal Veterinary Management System Reform Implementation Plan" was recently officially issued and implemented. The veterinary management system reform will strengthen the animal disease prevention and control system and comprehensively improve the city's animal health supervision and law enforcement level and animal disease prevention and control public service capacity.
It is understood that the reform plan will separate the administrative management responsibilities of aquatic products and animal husbandry and feed industry, originally undertaken by the municipal agriculture bureau, to establish an independent Nanning Municipal Fisheries, Animal Husbandry and Veterinary Bureau, which will be the government department responsible for fisheries, animal husbandry, feed industry and veterinary work; the aquatic products and animal husbandry bureaus in various counties and districts will be uniformly renamed Fisheries, Animal Husbandry and Veterinary Bureaus, changing from directly affiliated institutions under the county and district governments to government departments responsible for fisheries, animal husbandry, feed industry and veterinary work. At the same time, the existing animal disease prevention and quarantine, veterinary health supervision and other law enforcement agencies and their administrative law enforcement functions at the municipal, county, district and development zone levels will be integrated and merged.
In terms of veterinary management, the official veterinarian system will be gradually implemented. Official veterinarians refer to national veterinary workers who are qualified, legally authorized or appointed by the government and have the authority to issue animal health certificates.
In accordance with the relevant national regulations on the management of official veterinarians, strict standards, conditions and procedures for the appointment of official veterinarians will be implemented, and a city-wide team of official veterinarians will be established. National veterinary workers in various levels of veterinary administrative management, law enforcement, and animal disease prevention and control institutions should improve their comprehensive quality and professional level through professional training, and gradually enter the official veterinarian team through qualification recognition and government appointment.
Veterinary personnel engaged in clinical diagnosis and treatment of animal diseases, animal health care and other commercial activities must, on the basis of having the required education and professional experience, also undergo training and examinations to obtain a veterinary practitioner qualification certificate before they can engage in veterinary practice. The reform and adjustment of veterinary work institutions at all levels should be completed in principle by the end of May this year; the personnel of veterinary work institutions at all levels should be in place in principle by the end of May this year.
