The Ministry of Agriculture recently issued a notice, learned from the Ministry of Agriculture's press office, requiring agricultural departments at all levels to attach great importance to and conscientiously carry out the work of agricultural product supply and quality safety supervision to ensure that urban and rural residents eat safe agricultural products and that the people have a happy and peaceful holiday.
The notice emphasized that the current focus should be on six aspects of work.
First, enhance information services to facilitate production and sales connections. Diligently collect and analyze information on market supply and demand, price trends, and other aspects of various agricultural products. Disseminate this information through various channels, including online platforms, to guide agricultural product circulation and promote seamless connections between production and sales. Conduct thorough market research, expand promotional efforts, and organize production-sales matching events. Address potential issues such as overstocking or shortages promptly to maintain stable market operations.
Second, strengthen the implementation of policies that support agricultural product circulation to foster a positive market environment. Strictly enforce national policies designed to encourage agricultural product circulation. Guide and support farmer brokers in expanding their acquisition, transportation, and sales of agricultural products to increase market supply. Collaborate with relevant departments to monitor and ensure compliance with the "green channel" policy for transporting fresh agricultural products. Eliminate illegal and unauthorized roadblocks and toll collection to create a favorable environment for large-scale agricultural product circulation and ensure smooth and efficient goods movement.
Third, strengthen market services to ensure holiday supply. Agricultural product wholesale markets in various regions should actively market and promote sales, market management and service personnel should strengthen holiday shifts, maintain normal transaction order, provide effective market services, and meet the growing demand for agricultural product circulation during the holidays.
Fourth, strengthen oversight of the production process to guarantee the quality and safety of agricultural products from their origin. Enforce regulations to enhance supervision of key aspects such as the agricultural product origin environment, agricultural inputs, and production processes. Promote integrated pest and disease management techniques for plants and animals. Guide farmers in the responsible use of agricultural inputs. Establish and maintain comprehensive production records. Promote pollution-free, standardized production and processing of agricultural products, and rigorously control the release of agricultural products from their origin. Intensify efforts to regulate the agricultural materials market and severely crack down on the illegal manufacture, sale, and use of prohibited substances.
Fifth, strengthen market access to ensure the safety of agricultural product consumption. Strengthen agricultural product quality and safety supervision, focusing on inspection and testing of key links such as agricultural product production bases, processing enterprises, wholesale markets, farmers' markets, and supermarkets, strictly control market access for agricultural products, and any unqualified agricultural products found shall not be listed for sale, eliminating quality and safety hazards. Actively coordinate and cooperate with relevant departments such as industry and commerce, severely crack down on illegal acts, and ensure the safety of people's daily lives and holiday consumption.
Sixth, strengthen the implementation of emergency mechanisms and do a good job in preventing and controlling emergencies. Increase efforts to prevent and control sudden incidents of agricultural product quality and safety, and further improve emergency plans and mechanisms, implement work responsibilities, and improve the emergency system in accordance with the principle of "emphasis on both emergency response and prevention, combining normal and abnormal states." Strengthen dynamic monitoring and early warning of various types of information. For sudden incidents of agricultural product quality and safety, respond quickly and effectively handle them to ensure stable production and circulation order.
